Inches come from the source pages. The cm column is the lab’s own figure, except where marked “worked out” (inches × 2.54). Pixels are inches × DPI. “2:3 photo kept” is how much of a 2:3 camera photo is left after cropping it to that print’s shape.
For a US passport photo (the 2x2 row), a plain crop isn't enough: head size and background have rules too. The passport photo maker checks those and makes a print sheet.

Which DPI to use
WHCC Help, Image Resolution says “the original file needs to be as close to the desired print size as possible when it’s at 300ppi”. That is the 300 DPI column. The 150 DPI column is half of it: a photo that only reaches it will print, but with less fine detail. To see what your own photo reaches, drop it in the DPI Checker or convert with Pixels to Inches.
Sizes that share a shape
Sizes with the same ratio take the same crop. WHCC Help, Crop Ratios says: “If a file with a 2:3 ratio is ordered at a print size with a 4:5 ratio, some cropping will have to occur to make the fit.” To find your photo’s ratio, use the Aspect Ratio Finder.
